Experience has taught us that the economic benefits of information and communication technology (ICT) are derived as much from the adoption of ICT as from their production. It is the usage of ICT that creates success stories, and often patterns of adoption are at the beginning of the next wave of innovative technologies. Unlocking the potential of ICT for productive and innovative adoption requires resolving a whole series of regulatory issues. Moreover, the markets created from technical innovation and relying on complex value chains bear economic risks inherent in the nature of services provided, the technical and economic features of the infrastructure and the development of demand. These and other topics will be dealt with at the 22nd European Regional ITS Conference in Budapest. Papers and panel sessions in the following areas are called for:
- E-services and applications based on ICT
- Experiences on the implementation of the new regulatory framework
- Regulatory institutions and success factors
- New players and platforms in telecommunications
- NGN and NGA – economics and regulation
- Internet governance
- Media convergence
- User roles and social networking
- Investment, innovation and returns on investment
- Game-theory to investigate regulatory and economic issues
Other topics are equally welcome.

Deadline for abstracts and panel session suggestions 10 March 2011
Notification of acceptance 1 April 2011
Deadline for full papers and panel session concepts 1 July 2011
The conference will be held in Budapest, Rozmaring Event House. The Scientific Association for Infocommunications, Hungary (HTE) will be the local host. HTE is supported by the Department of Telecommunications and Media Informatics at Budapest University of Technology and Economics (BME).
Please send your abstracts to: c.sittner@zbw.eu no later than 10 March, 2011. They should be about 2 pages long (800 to 1000 words) and contain the following information:
- names, addresses, affiliation and e-mail addresses of authors
- a research question
- some remarks on methodology
- expected results
- bibliographical notes (up to 6 main references used in the paper)
